You have been in Shanghai for a few months. You have mastered the metro, figured out Didi, and can navigate the city without a map. But every time you see a car pull up with a driver who is not a Didi driver, you start to wonder: Should I buy a car?
Then you hear about the license plate. Someone tells you it costs nearly 100,000 RMB. Someone else says you can get one for free. Both are true.
Here is what you actually need to know about buying a car in Shanghai as of 2026 — without the confusion.

The Big Question: Blue Plate or Green Plate?
Shanghai has two types of license plates for private cars, and the difference is almost entirely financial and eligibility-based .
The bottom line: if you can buy an electric car, you should. A green plate is free, the eligibility bar is lower for expats, and you get the same road access. The only catch is that you must buy a pure electric or fuel-cell vehicle — plug-in hybrids do not qualify for the free plate in 2026 .
The Blue Plate: The 94,000 RMB Question
A blue plate is a physical quota certificate issued by the Shanghai government. It is not a novelty plate or a vanity plate. It is a real, limited-supply item that gives you the right to register a petrol car in Shanghai .
How the Auction Works
The auction happens once a month, usually on a Saturday morning. Everyone bids online through the Shanghai International Commodity Auction Co. platform .
The process has three stages:
- First bid (10:30–11:00): You submit your initial bid. This cannot go below the “warning price” set for the month.
- Waiting period (11:00–11:30): You wait. No bids.
- Final frenzy (11:30–11:30): A short window where you can modify your bid within a narrow range around the warning price.
The winner is determined by the price you bid and the timing of your submission. Winning or losing can come down to the second you click “confirm” .
Who Can Bid for a Blue Plate?
To bid for a blue plate as an individual, you need:
- A Shanghai hukou, OR a valid Shanghai residence permit AND at least 12 continuous months of social insurance or income tax paid in Shanghai before you apply
- A valid Chinese driving license
- No existing Shanghai plate or quota already in your name
- A clean driving record: no license suspension, and fewer than 5 traffic violations or 12 demerit points in the last 12 months
How to Actually Bid
- Check your eligibility. Make sure you meet the requirements above.
- Apply for a bidding certificate. Download the “上海国拍” (Shanghai International Auction) app. Submit your ID, license, and supporting documents. The review takes 2–3 business days .
- Pay the deposit. You need to pay 3,000 RMB as a refundable deposit before you can bid .
- Bid on auction day. The auction runs from 10:30 to 11:30 on the third Saturday of each month. If you are nervous about the timing, you can use the system’s auto-bid function .
- If you win: Pay the remaining amount within 7 days. The quota certificate is valid for 12 months .
- If you lose: Try again next month. Your deposit is refunded.
Auction Results (2026)
Recent auction results show the average winning price holding steady around 94,000 RMB. The win rate is consistently below 10% — meaning more than 90% of bidders go home empty-handed each month .
The Green Plate: The Free Alternative
The green plate is the way most expats get a car in Shanghai without spending 94,000 RMB on a plate.
Who Can Get a Green Plate?
For expats, the rules are surprisingly straightforward. According to the 2026 Shanghai New Energy Vehicle policy, you are eligible for a free green plate if you have :
- A valid passport and foreigner’s residence permit
- A valid Chinese driving license
- No existing Shanghai green plate in your name
- At least 6 months of continuous social insurance or income tax payments in Shanghai before you apply
That is it. Six months of contributions qualifies you for a free plate.
Note: If you already have a blue plate, you cannot also get a green plate for free unless you are trading in an old green-plate car .
What Vehicles Qualify?
Only pure electric vehicles and fuel-cell vehicles qualify for the free green plate in 2026. Plug-in hybrids do not qualify .
How to Apply for a Green Plate
The process is straightforward and can be done through the “一网通办” (One-stop Government Service) platform :
- Buy the car. Go to a dealer, pick your EV, and sign the contract. The dealer will issue a sales invoice.
- Apply for the green plate. Submit your application through the Shanghai “新能源汽车专用牌照申领一件事” (New Energy Vehicle Special Plate Application) portal. You will need your passport, residence permit, driving license, and the car’s purchase documents.
- Get approval. The local economic and information technology commission will review your application and issue a confirmation certificate .
- Register the car. Take your confirmation certificate, purchase invoice, and other documents to the vehicle registration office to complete the registration.
A Note on Charging
One practical requirement for green plates is that you need a place to charge the car. Many apartment compounds will allow you to install a charging point, but you will need written permission from the property management . If you live in a compound that does not allow charging, this could be a blocker.
The Costs: Beyond the Plate
The license plate is only one part of the equation. Here is what else you need to budget for .
Upfront Costs
| Item | Cost (approx.) | Notes |
|---|---|---|
| Blue plate | 94,000 RMB | Auction cost |
| Green plate | Free | Application only |
| 基础牌照工本费 (Registration fee) | 593 RMB | Includes documentation and plate manufacturing |
| 车辆购置税 (Purchase tax) | 10% of car price | You pay this for petrol cars. EVs are exempt. |
Annual Running Costs
The 4S Dealer Option
If you do not want to handle the paperwork yourself, most dealers (4S shops) offer a registration service. They will collect your documents, submit the applications, and arrange the plates. The fee is typically 1,500–2,000 RMB .
What About a Non-Shanghai Plate?
You could buy a car and register it on a plate from another province. It is cheaper — the plates cost a few hundred RMB instead of nearly 100,000.
But there is a trade-off. Non-Shanghai plates are subject to severe driving restrictions:
- They are banned from Shanghai’s elevated highways during peak hours (7:00–10:00 and 16:00–19:00 on weekdays)
- They face increasing ground-road restrictions
The Shanghai plate is expensive because it buys you access. A non-Shanghai plate is a compromise, not a shortcut .
